DTA was hired by the City of Vista in 2005 to provide ongoing fiscal impact consulting services to the City for any future proposed annexation projects under review by the City Planning Department. DTA worked with the City to develop a standardized process for annexation projects that includes an application for annexation that provides critical inputs for the fiscal impact analysis and an analysis of each project’s impacts predicated on a uniform fiscal model developed and regularly updated by DTA based on current and historical budgets, legislative changes, and changes to methodologies for projecting major revenues or expenditures.

To date, DTA has prepared several dozen fiscal impact analyses for proposed annexation projects and has provided a summary of impacts for each project that has been incorporated in staff reports submitted to the Planning Commission.
