Foothill Corridor

The Foothill Corridor is a toll road that was part of the Foothill Corridor Phasing Plan, a $240 million road improvements program established by the County of Orange during the 1980s. DTA developed a “fair share” method for apportioning road costs and establishing a developer fee program among 17 major landowners. DTA then helped the County establish 15 CFDs and two Assessment Districts and sell bonds for all these districts over a 7-year period. DTA is currently administering all of these CFDs and Assessment Districts, as well as six additional CFDs that our firm established at a later date for the County of Orange.
