DTA provided tax consulting services to the City of Rancho Cucamonga for the establishment of a CFD with multiple taxing areas to meet the individual needs of several residential sites and a large regional mall. Two separate improvement areas were established, specifically one with two zones and one with three zones. Additionally, DTA devised a special tax formula that enabled each future anchor tenant within the mall area to be excluded from the CFD special tax lien. Two separate bond issues were ultimately sold for the two improvement areas, totaling over $17 million in bonds to finance schools and water and sewer facilities. DTA is currently assisting the City in the annual special tax administration for the CFD.
